Focus and Scope
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS is a journal promoted by the IDP-URJC, the aim of which is to research and teaching in relation of various aspects of Public Law.
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS publishes contributions that focus on rights, liberties, and its system of guarantees, highlighting its interdisciplinary nature as well as the emphasis on the treatment of rights from a multilevel perspective.
Research articles, essays or opinions, comments on events, authors or works and also book reviews are considered.
Submission and publication languages
The primary publishing language of REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS is Spanish.
All papers published in REVISTA EUROPEA DE DERECHOS FUNDAMENTALES, whether submitted in Spanish, English, French, Italian or Portuguese, are edited and revised for style and format. At the discretion of the editorial board, some papers may also be translated to Spanish or other language. Likewise, the title, abstract and keywords of all articles are published in Spanish and English.
Authors may review the galley proofs of their paper upon conclusion of this process.

Peer Review Process
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS only publishes original work. Papers may be submitted on any of the subjects covered by the journal. Submitted papers will be subject to a double-blind peer-review process involving two experts in the relevant fields proposed by the journal’s editorial board.
Guarantee of blind review
As detailed in the author guidelines, authors must deliver their articles without any personal details (name and surname, email address, academic ties, postal address and brief CV). This information must be enclosed in a separate file.
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS has its own reviewer database, including reviewers’ name, affiliation, e-mail address, specialization and native language, the languages they can review in, and the name of the person who recommended them to the editorial board. REVISTA EUROPEA DE DERECHOS FUNDAMENTALES allows and encourages authors to suggest reviewers for their papers.
As part of the review process, the identity of both the authors of the papers being reviewed and the reviewers will be kept secret.
The review process will also include methodological aspects.
Authors may suggest specific reviewers when submitting papers in the comments for the editor.
The editorial board will notify authors of its decision, indicating its reasons for accepting, rejecting or requesting the revision of the paper and including the external experts’ opinions.
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS regularly revises the forms used by reviewers, as well as the quality of reviewers’ reports.
Phases of the article review process
:: Phase 1: Sending of original
:: Phase 2: Assessment of the original by external peer reviewers, who are experts in the corresponding subject area.
:: Phase 3: Sending of the result of the review to the journal’s director.
The reviewers send the results of their assessment and their proposed ruling to the journal’s director.
:: Phase 4: Communication of the result of the review to authors.
Accepted: An article is approved if the result of the two reviews is positive.
Not accepted: An article is declined if the result of the two reviews is negative.
Accepted (with modifications): The results of the reviews propose substantial changes to the content by authors before the article can be approved definitively.
Should the results from the two reviews differ, there is a second round of reviews with two different reviewers from the corresponding subject area, until a majority decision is reached.
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS will notify authors of its decision to accept or reject a paper within three months of receiving it.
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS is a six-monthly journal.

This journal provides immediate open access to previous contents on the principle that making research freely available to the public supports a greater global exchange of knowledge.
Only the latest issue of the journal will require subscription for your access.
Statement on publication ethics and misconduct
The Instituto de Derecho Público of the URJC (Institute of Public Law, IDP-URJC) is committed to upholding the highest standards of quality and integrity in the publication of scientific articles, in accordance with the guidelines set out in its own Code of Ethics, the Code of Conduct and Best Practice Guidelines for Journal Editors (Committee on Publication Ethics, COPE), and CSE’s White Paper on Promoting Integrity in Scientific Journal Publications (Council of Science Editors, CSE). The IDP aims to satisfy the needs of authors and readers alike, ensuring the quality of articles published in its journals, protecting and respecting all rights pertaining to the content of articles, and respecting the integrity of all submissions and published work.
The Editorial Team of REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS undertakes to publish all corrections, clarifications, retractions and apologies as and when they are required. As part of its commitment to best practice, REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS makes publicly available the evaluation system for submitted articles and the criteria applied in the external peer review process. REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS regularly updates these criteria, which are intended to ensure the scientific relevance, originality, clarity and pertinence of published articles.
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS maintains full confidentiality throughout the evaluation process, protecting the anonymity of authors and external reviewers, the reviewed content, the reviewers’ report and any other communication issued by the editorial, advisory and scientific boards, as required. Equally, it applies the strictest standards of confidentiality to any clarifications, claims or complaints that an author may wish to refer to any of the journal’s boards or to the external reviewers.
REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS undertakes to respect the integrity of all published work. As such, REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS will be particularly vigilant in identifying and sanctioning cases of plagiarism. Any manuscript that is found to plagiarize published work will be removed from the journal or barred from publication, as the case may be. The journal will act as swiftly as possible in all such cases. In agreeing to the terms of the journal, authors undertake to ensure that the articles they submit and all of the associated materials contain only original work and that they do not infringe on the rights of third parties. In the case of shared authorship, a clear statement must be made to the effect that all authors have agreed to the content of the manuscript and that the work has not been published previously in any other form.
The authors of articles submitted for publication must ensure that the material they submit to REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS is original work and that it does not contain fragments of work published either by themselves or by other authors. In submitting a manuscript, the authors must also guarantee the accuracy of the data presented therein, which must not have been altered to verify the experimental hypothesis or hypotheses put forward.
Authors must ensure that the materials consulted during the preparation of their article are the most recent and relevant in the field with which the research is concerned and that they have given due consideration to all current schools of thought on the subject matter.
Authors must clearly identify all those individuals who have made a significant scientific contribution to the conceptual design and planning of the study, the interpretation of the results and the writing of the article. The list of authors must be ordered hierarchically to reflect the degree of responsibility of each author and their respective roles in the study.
All authors accept responsibility for the content of the manuscript.
Reviewers undertake to produce a critical, sincere, constructive and impartial evaluation of submissions and to complete their review in the shortest time possible, to ensure that the deadlines of the evaluation process are met.
Reviewers are only assigned to a manuscript if they have the necessary expertise in the relevant field and are not affected by any conflicts of interest.
The reviewers will submit a full and thorough report, complete with the necessary references, in compliance with the terms of the evaluation process and any applicable public standards, particularly when rejecting a submission. In addition, reviewers must notify the Editorial Board of any part of the manuscript that has already been published or is under consideration for publication in another journal.
Reviewers must ensure that they have no conflicts of interest with regard to the research presented in the article, the author/s, and the sources of funding for the project.
Once the Editorial Board has verified that the article conforms to the standards on content and style indicated in the editorial criteria, it will send the article to two anonymous experts, not affiliated to the authors’ home institution, for a double blind review.
The reviewers’ evaluation of the article will focus on its interest to the scientific community, the novelty of its contribution to existing knowledge of the subject matter, the accuracy of the relationships it establishes with other work, the critical judgement displayed, the bibliographic references used, the quality of writing and presentation of the manuscript, and other standard considerations. Where necessary, recommendations will be made as to how the manuscript can or should be improved.
The Editor Team of REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS will examine the reviewers’ report and notify the author/s of the outcome (fit for publication without changes; fit for publication with minor corrections; fit for publication with major corrections; not fit for publication) by sending an email to the address from which the manuscript was submitted. The reviewers’ comments and suggestions will be provided for consideration by the first author.
If the manuscript has been deemed fit for publication with minor or major corrections, the authors must submit a revised version which addresses the external reviewers’ comments and suggestions. The authors may also attach a rebuttal letter for the Editorial Board in which they explain the specific changes made to the original submission.
The Editorial Board will determine whether the revised manuscript is fit for publication on the basis of the changes made and the degree to which they successfully address the reviewers’ comments and suggestions. The Editor will then notify the authors of the final decision.

REVISTA EUROPEA DE DERECHOS FUNDAMENTALES/ EUROPEAN REVIEW OF FUNDAMENTAL RIGHTS accepts the submission of original work written in Spanish, English, French, Italian and Portuguese. The texts must abide by the Author Guidelines set out in this section.
The aim of REVISTA EUROPEA DE DERECHOS FUNDAMENTALES is to publish original work: articles received that are currently being approved by another journal will be invalidated. Exceptionally, the Editorial Team may recommend the translation of an article that appears in another publication, due to its relevance.
All articles received will be acknowledged. The Editorial Team shall decide within five months of receipt of the publication or not of the works received, based on the reports made by external and anonymous reviewers. This decision will be communicated to the author and, if so, will be indicated in which number of the journal will appear his work. The Editorial Team, through the Secretariat of the Journal, will transfer to the author, if necessary, the necessary corrections required by the submitted work.
The originals submitted must contain the following information:
The originals must be submitted in electronic file form and must not exceed the established 20 pages in Times New Roman, size 12, line spacing 1.5 (Quotations: Times New Roman, size 10, line spacing 1.5).
The works will be headed by its title (in Spanish and English), name of the author (s) and profession or position that must appear in the publication.
To be included in Spanish and English: 1) Title, 2) Summary or index, 3) Between 3 and 5 keywords extracted from thesauri or classifications specific to each specialty and 4) brief abstract or abstract with an extension Maximum not exceeding 100 words.
A sheet for administrative purposes will be attached, which will include the title of the work and the data of the author or authors (address, NIF, telephone and fax numbers, email, profession or position and, where applicable, body, institution or undertaking in which he / she performs it).
Exceptionally, the works may contain a brief final bibliographical compilation.
In separate files:
- Any graphics and images:they should be numbered and have a caption that clearly identifies the contents and where they have to be inserted.
- Details of the author (name and surname, professional affiliation, professional postal address, email). Institutional and professional affiliations should be indicated in accordance with the recommendations given in the document Propuesta de manual de ayuda a los investigadores españoles para la normalización del nombre de autores e instituciones en las publicaciones científicas (Proposed guidelines for Spanish researchers for the standardization of authors’ and institutions’ names in scientific publications) published by the Spanish Foundation for Science and Technology (FECYT).
- Brief CV (100-200 words) and photograph
The notes / quotations will be footnoted and numbered. When referring to Internet sites, the last date in which they were visited should be explicitly indicated in parentheses. The following rules will be observed for the quotations:
- Books, the author or author (full surname, full name). title, publisher, place, and year of publication must be cited, in that order; In case of a possible edition number, it must be inserted after the title of the work.

- Journals, always mention the name of the author, title in quotation marks, journal in italics, volume number and year of publication, in that order.

Authors are responsible for obtaining the necessary licences for the images that are subject to copyright.
Assignment of intellectual property rights
The author exclusively transfers the rights to use (reproduce, distribute, publicly broadcast or transform) and market the work, in full or part, to the journal’s editors in all present and future formats and modalities, in all languages, for the lifetime of the work and worldwide.
If the article is not finally published in the journal, the transfer of these rights shall not take effect, with the rights returning to the author of the work.
I hereby declare that I am the original author of the work. The editors shall thus not be held responsible for any obligation or legal action that may derive from the work submitted in terms of violation of third parties’ rights, whether intellectual property, trade secret or any other right.
Use of the IDP website and any of the services it offers implies full acceptance of the terms stipulated by the following data protection policy.
1. Data Collection and Consent
In compliance with Law 15/1999, of 13 December, on Personal Data Protection, we herein inform users that the personal data requested in our forms or that might be provided via our email addresses is included in our personal data files for which the IDP is the owner and responsible. Thus, when filling in any of the forms with the personal data requested and accepting its being sent or sending us an email with personal data, the user expressly authorizes and consents to the IDP processing and incorporating this personal data provided and all the data generated from the user’s participation or use of the different products or services offered on this website, though this may be revoked but not with retroactive effects, and accepts the data processing terms set out below.
Likewise, we inform users that all data shall be processed confidentially and in accordance with the data protection legislation in force, and that our files are legally registered in the Data Protection Agency.
The IDP accepts no responsibility for personal data processing on web pages that users access via the different links to be found on our website.
This website is regulated by the legislation exclusively applicable to Spain, to which users of this website, whether in Spain or abroad, shall be subject.
The data requested are adequate, pertinent and strictly necessary for the ends for which they are collected. They shall never be used for an end other than that for which they have been ceded and, under no circumstances, shall the user be obliged to provide us with them. Nonetheless, they are absolutely necessary for the development of the services offered.
Unless specifically stipulated otherwise, all the fields on all the forms need to be filled in. Users must fill in the forms with true, accurate, complete and up-to-date information. The IDP reserves the right to decide to incorporate, or not, these people’s data into its files.
3. Users’ Right to Access, Rectify and Cancel Personal Data
The user has the right to request cancellation of the subscription, access the information held in the IDP’s files, rectify erroneous information, cancel it or oppose its processing, in the terms established by the Law. To do so, they must email email@example.com.
Authors’ requests for cancellation of data shall not affect their articles published on the website, in line with authors’ unlimited cession of copyright to the IDP.
If you do not expressly cancel your personal data from our files, we shall assume you are still interested in remaining on file while this remains appropriate for the ends for which they were obtained and while the IDP deems appropriate.
The IDP, in response to the trust placed in us and taking into account the importance of protection and confidentiality of users’ personal data, hereby informs you that we have adopted all the technical and organizational measures to safeguard security as required by the regulations in force on security of files containing personal data.
5. Cession of Data
We inform you that your data are processed confidentially and used for the ends indicated, and only communicated in the cases covered by the legislation and to bodies who, alongside the IDP, produce the journal, as shown on the website, and manage and collaborate in the journal’s publication.
The IDP provides users different recommendation options, which are the sole responsibility of the person sending the message. The IDP accepts no responsibility for the sending of unsolicited commercial mailings. Under no circumstances do we keep the recipient’s email address. Likewise, batch sending of messages by users via these options is strictly prohibited, as is any commercial use.
8. Modifications of this Data Protection Policy
This data protection policy was established on 4 November 2012. The IDP reserves the right to modify its data protection policy in future in accordance with its own criteria or due to a change in the legislation, jurisprudence or business practices. If the IDP introduces any changes, the new text shall be published on this same page, where the user is provided with information on the data protection policy. In any case, the relationship with users shall be governed by the regulations in force at the precise moment when they access the website and, as a result, they must be read every time users provide their data via our website.
